The outer "seas" seem to be built up as far as they will go, since there are no turtles out there to build them up any further. Focusing on the inner part of the set, turtles are furiously scurrying around computing it "higher" and "higher". From now until the last stage it seems that the iterations will simply define this inner part more and more precisely.
