Plan next meeting In addition to the notes of the 12/3/01 meeting, I have also included a copy of an Op-Ed piece by Seymour Papert that appeared in the 12/8/01 Edition of the Bangor Daily News. NOTES OF 12/3/01 LAPTOP SUPPORT GROUP MEETING George Markowsky As before, I am circulating notes based on the 12/3/01 meeting of the Laptop Support Group (LSG). This is not a set of minutes, but rather a summary of important announcements and decisions. The next meeting of our group will be Tuesday 12/18/01 at 2:10 PM in Room 115 DPC. First, it was announced that the winner of the Laptop Initiative RFP was Apple Computer Company. Ray Poulin discussed some of the ways in which it is expected that Apple will support the Laptop Initiative. He noted that, of course, nothing can be certain until a contract was negotiated and signed, but that the contract would probably reflect the RFP and details in the proposal. In particular, it is expected that Apple's SEED center will do a fair amount of training for teachers, but it was unclear what sort of training would be provided. The center run by Bob Shafto (spelling?) here in the state of Maine. We need to find out what they are doing and when. Below is some additional information. SEED will be working with Apple to provide the technical training. They are pleased to be working with Apple and are looking forward the challenges this work will present. SEED has put the call out for Technology Learning Leaders. TLLs will be asked to work with them in a new partnership. The deadline for applications is Friday, December 7. If you are interested in the opportunity don't hesitate. If you can think of someone that should be involved please forward this information. More details are available on http://seed.mainecenter.org/index.cfm?section=1&page=1&mesg=art65.21559 Max Crain raised the question of finding funding for the workshop and conference. Seymour's assurance that funding was not a serious issue was repeated. It was estimated that $25,000 was needed for the workshop. This was arrived at as follows: Assume that the expenses of 30 people need to be covered: Substitute Teachers $12,000 (30 * 5 * $80) Travel/Hotel $ 9,000 (30 * $300) Miscellaneous $ 4,000 ------- TOTAL $25,000 It was discussed that the workshop have 2 strands: making a movie and programming. Max Crain wants the workshop environment to simulate a classroom. He also recommends having teachers pick just a one of the strands, rather than do both. He thinks that teachers might be overwhelmed if they don't spend enough time on one task. The sentiment of the group seemed to be having teachers do both strands. The group felt that the workshop should be a workshop and not just a series of lectures. There was some discussion of constructive uses of computers as compared to instructional uses. It was felt that projects should be personally meaningful. Gail Garthwait argued for a more organic structure that would develop on an as-needed basis. Jim Chiavacci was concerned about the varying skill and experience levels of the teachers participating in the workshop. He feels that if they are at a low level they might not be able to get much out of the workshop. Adults with different levels have a difficult time coming together as a group. The following comments were made about the workshops: We need more than one person working at each workshops. We need to inspire the participants rather than make them experts. We will probably have the leader teachers from each pilot school. We should mix skill levels so that experts can help neophytes. Who will make an electronic version of the proceedings? The media and programming sections should support each other. Gail Garthwait described some of her experiences. She had groups of 10-12 teachers which broke up into subgroups. Teachers were required to do reading, and a project due by December. Ongoing type of support was provided. Most of the teachers actually did anticipatory readings before they showed up. Had a midpoint check, which was critical. She suggested that we come up with an appropriate activity for the workshop. We then discussed who would work on what parts of the workshop. Raphael DiLuzio, Gail Garthwait and Mike Scott agreed to act as collaborative leaders for the multi-media part of the workshop. Seymour Papert, Larry Latour and George Markowsky can act as leaders for the programming part of the workshop. It was unclear when to schedule the workshop. It seems like we would want the workshops starting sometime after January 28. It was unclear when the pilot schools would be selected and when they would receive their computers. Apple will probably not do anything until they have the contract signed. Jim Chiavacci volunteered to get the information about the pilot schools. Ray Poulin strongly recommended that we work with the school superintendents. Our efforts will succeed only if we have the support of the school superintendents, so we need to get working on this. Ray also suggested that we work on dates with the superintendents and that we let the schools select the teachers. He recommended that we have several possible times in mind before we talk to the superintendents. George Markowsky suggested that BASIC also be considered in the programming section since Visual BASIC is found in all Microsoft Office products. The College of Education has a variety of programs to support the Laptop Initiative, including several courses. On December 11 there will be a College of Education review of technology. Everyone is welcome. The event will be held in Room 202 Shibles. It will run from 2:00 to 4:00 PM. SEYMOUR PAPERT'S OP-ED PIECE DECEMBER 8, 2001 BANGOR DAILY NEWS http://www.bangornews.com/editorialnews/article.html?ID=46928 IT TAKES A WHOLE STATE TO RAISE ITS SCHOOLS Seymour Papert The question I hear most often about the state's plan to provide students with personal computers sounds sensible enough: "What will they do to make sure that the computers are well used?" But my response is to reject it as the wrong question. They, presumably meaning the Governor and the Department of Education and the personnel of your local school, are doing a great deal. But whatever they do cannot be enough. The right question is "what will we -- the people of the state, all of us -- do to make this project work?" We must stop thinking of the plan as "The Governor’s Laptop Initiative." It is time for a change of ownership. The people of Maine must learn to think of it as their project ... as Maine's project. Angus King deserves great credit for the vision and political courage needed to launch this plan. But he would be the first to understand that the greatest honor the people of the state could offer him would be to appropriate his plan and make it theirs. He would also be the first to understand that this is what would give it the best chance of achieving greatness. Appropriation starts with pride of ownership. This is true especially of the students themselves. If the youngsters are proud of what they are doing they will be off to a good start in doing it well. We should all help them know that the eyes of the education world far beyond the boundaries of Maine or of the USA on them. We should all help them feel that this is their project and their opportunity to exert real influence on the world: how well they do will make a difference to whether their younger siblings and millions of others all over the world are given computers. Numerous education reforms have failed because parents do not understand them. This project, too, is at risk in families where parents may not have had the kind of experience that leads to appreciating how computers can augment intellectual work. The table will be turned if all of us who have personally experienced the power of the computer take the responsibility of talking about it to friends who have not. Sharing knowledge and experiences could do more than improve what the kids do with their machines; talking about the project could serve as a catalyst for turning our neighborhoods into “learning communities” -- thus producing a fall-out that goes far beyond machines. Commissioner Albanese, in an inspired move, has recruited one of the state's most distinguished school administrators and obtained a large grant from the Bill and Melinda Gates Foundation to help teachers appropriate the computers to their own styles of teaching. But many will be able to use more encouragement and more technical help than the state can give them. This opens a great opportunity for the people to supplement what the state can do. For example, as a step in this direction I am participating through the University of Maine in a plan to set up a "buddy system" to offer any teacher who wants it a computer-savvy online volunteer helper. But the spirit of the Internet world is not to wait for academics or state bureaucrats to set up this kind of thing: just do it yourself! Even something as simple as a friendly visit to a school will give encouragement and might help out with a problem. Helping works best as a two-way street. My colleague Jim Moulton is working on mobilizing kids with computers and the skill to use them in the service of research on lobsters. The kids will improve their computer skills, their research skills and their sense of service to their state even as they contribute to the progress of the research. I know of dozens, and there must be hundreds or even thousands of activities in the state that could enter into this kind of mutually beneficial relationship with our youth, whether through schools or through community organizations or by individual contact. This is the true magic of the computers: kids will be able to do more than we thought they could. They will learn more by doing more. Some people in fields related to education are already making plans to shift direction in ways that will help (and also benefit from) the initiative. Researchers in universities who have been engaged in developing new educational materials are putting a new slant into their work by focusing them on the specific situation that will be created by the presence of the laptops. At least one software company in the state is considering the opportunity of partnering with Maine's schools to produce a new wave of educational materials for a national and even international market. Maine can take a position of leadership in all sectors of the evolution of twenty-first century education. In the academic sector it could attract talent to the state. Our universities could become the place of choice for students who want to prepare for the schools of the future. In the economic sphere we could see the spawning of new business. And, of course, our schools could become the sites of world-class innovations in the new area of adapting learning to the conditions provided by the new knowledge technologies. The idea of giving every student a laptop was not invented in Maine. More schools have adopted this policy elsewhere than there are schools in Maine. But Maine is the first to have adopted the "laptop option" on a statewide basis. If we can mobilize the intellectual resources and the patriotic pride of a whole state -- and we are not talking about just any state -- we will achieve hugely better results. We will provide the best proof of what can be done and once more confirm the old maxim. As goes Maine so goes the nation.
